About Ed Hartnett

Edmund Hartnett served 27 years with the NYPD, retiring at the rank of Deputy Chief. He served in numerous patrol, investigative and administrative assignments. Ed commanded several NYPD units including the Drug Enforcement Task Force, Manhattan South Narcotics District, the Quality Assurance Division (the auditing mechanism for the entire department), the 109th Precinct, Narcotics Borough Bronx and the Intelligence Division. A sampling of largescale events planned and managed include the Pope’s visit to New York, the World Economic Forum, the annual United Nations General Assembly, the World Series and several Presidential visits most notable being President Bush’s trip to Ground Zero.

Upon retirement from the NYPD, he served as Police Commissioner of Yonkers, the fourth largest city in New York State for 5 years. In addition to reducing crime and violence, improving quality of life conditions and repairing strained relations between the community and the police, Ed reorganized the agency into three distinct bureaus thereby increasing efficiency and effectiveness. As part of the agency restructuring, he instituted organizational changes to eliminate redundancy in operational and administrative areas. This strategy resulted in averting staffing decreases, allowing the department to continue to effectively fulfill its primary public safety mission.

Since leaving the Yonkers Police Department, Ed has worked with former NYPD Police Commissioner and LAPD Chief William J. Bratton, on police consulting projects in Los Angeles, Oakland CA, Detroit, Baltimore, the City of St Louis and St Louis County. He has also provided police and management expertise to the Port Authority New York and New Jersey and the New York State Sheriffs Association.

From 2013 through 2018, Ed served as President of Brosnan Risk Consultants, a New York based security, investigations and consulting firm. During his tenure, the company grew from a local to a national firm with offices throughout the United States with billing increased from $10 million to $100 million, demonstrating a proven track record of business development and growth in the private sector in the security, investigations and consulting areas.

From 2012 to the present, Ed has maintained the consulting firm of Edmund Hartnett Risk Management providing consulting services to the public and the private sector as well as product endorsement and marketing and business development strategies. He has appeared often in the local and national media providing commentary and analysis on policing and public safety and security issues.

Ed holds a Bachelor’s Degree from Fordham University, a Master’s Degree in Public Administration from Marist College and a Certificate in Police Management from the Columbia University Graduate School of Business. He is a graduate of the FBI National Academy, the FBI National Executive Institute, the United States Secret Service Dignitary Protection School and the Executive Leaders Program of the Center for Homeland Defense and Security of the Naval Postgraduate School. In 2011, Ed was in Israel as part of a US law enforcement delegation hosted by the Israeli National Police.

Ed has appeared on numerous local and national media outlets discussing policing issues, investigations, crime trends, terrorism and event security.
